It's a Marketplace item (600 credits), you can get them off the AH (Have to make sure it isn't already turned into a skin) item I'm just not sure the cost in gold. If it's turned into a skin item it will have a cross-hair (best way I can explain the symbol) in the bottom right corner

Then you need 5 Fusion Alembics and I have the stamp.

I've added it to our goals, I'll work on getting them so we can all Rep

1 - We are now flying a purple version of the Tenacious flag at our front door.
